"The white paper firstly gives a definition of the notion of private security and takes a cursory historical glance in Québec. It addresses the state of the situation of this phenomena and its main characteristics. Once this fact is noted, it presents a certain number of problems inherent to the industry. It also makes a comparative analysis of the situation prevailing in the other Canadian provinces, the United States and in Europe. It then present orientations likely to encompass the proposed reform."--Page 8.
