"For reasons that will be described in more detail below, the RCMP's investigation of the circumstances surrounding the death of Mr. St. Arnaud fell below an acceptable standard. This report will also assess the circumstances surrounding the use of force by the police that caused Mr. St. Arnaud's death and the number of expert reports, physical evidence and statements proffered in relation thereto."--Introduction.
