Part of the collection of papers titled "Sensible solutions to the urban drug problem", edited by Patrick Basham. These policy papers were originally presented at Fraser Institute Conferences in Vancouver, in April, 1998 and in Toronto, October 1998. The papers were revised and updated in 2001.

Résumé

"Considering the many carefully researched reasons for badly needed reforms, I think it is important to examine critically the counter-arguments of the drug-enforcement clique. I have previously stated that the clarion call for decriminalization is the ludicrous nature of the arguments against it (Puder 1998) and I hope you will agree that, during 1998, the prohibitionists validated the point for me."--Page 2.
