"This paper is part of an on-going research project between Canada and China on the implementation of international standards. China has ratified the Convention Against Transnational Organized Crime but has not signed the Protocols on trafficking and smuggling. In responding to specific questions posed by our Chinese colleagues, the focus of this paper is on the legislative framework in Canada to combat organised crime and provide some comparisons to the obligations under the Convention and Protocols."--Page 5.
