FIFA World Cup 2026: Exceptions to the Major International Event Security Cost Framework – PS-052020

In June 2026, the Government of Canada approved a series of one-time exceptions to the Terms and Conditions for the Major International Event Security Cost Framework.

These exceptions apply to the Fédération Internationale de football Association (FIFA) World Cup 2026 (referred to as the “FWC 2026’’). The FWC 2026 was previously not a designated major international event under the existing program.

Purpose
Allows for a one-time exception to use the framework authorities to fund security operations for the FWC 2026 in Toronto and Vancouver.
Definitions
  • allows for the FWC 2026 not meeting the definition of a major international event
  • removes the requirement that it be an Royal Canadian Mounted Police (RCMP)-led operation
  • articulates that security operations be led by the respective police of jurisdiction
Performance management and strategy
Allows for a modification to performance measures and outcomes being applied to the FWC 2026.
Eligible activities
  • Amends the requirement of activities being in support of an RCMP-led security operation
  • modifies the parameters of when eligible planning activities can commence.
Application requirements
Amends the existing requirements for designation as a major international event and alignment to RCMP-led planning assumptions.
Selection criteria and review procedure
Amends the requirement of a RCMP-led security operation for eligibility.
Setting a maximum contribution amount
Amends the requirement of a RCMP-led security operation for funding parameters.
Management of assets and equipment
Amends certain procurement clauses that do not apply to the FWC 2026.
