Minimum program eligibility requirements

To be considered eligible, applicants must complete their application in full at the time of submission, by the stated application deadline. Should any section be deemed incomplete, your application will be discarded.

The key objective of this call is strategically selecting projects that contribute to preventing and reducing crime in Canada and to increasing knowledge about what works in crime prevention. Funding may be awarded to recipients who belong to an eligible recipient class as defined in this section.

Applicants must also belong to an eligible recipient class as defined in this section to be considered for funding.

A preliminary eligibility assessment is completed at the start of an application. This is to help organizations determine if they are likely to qualify for funding before continuing with the rest of their application. A final determination on eligibility will be conducted once Public Safety Canada receives the application.

Eligible recipient classes

Government departments as defined in section 2 of the Financial Administration Act (including the RCMP), federal Crown corporations, for-profit groups and individuals are not eligible for funding under the NCPS.

Funding may be provided to the following classes of recipients in support of the NCPS objectives:

  • Community or professional organizations, societies and associations which have voluntarily associated themselves for a not-for-profit purpose, and which have the mandate to represent their membership or community;
  • Northern and Indigenous communities and governmentsFootnote 1, and not-for profit organizationsFootnote 2 (on and off-reserve, First Nation, non-status, Indian, Métis, Inuit and urban);
  • Canadian universities, educational institutions/boards of education and Centres of excellence;
  • Provincial or municipal police services, including indigenous police services, and their governing authorities (including boards or police commissions) excluding the RCMP when acting in their capacity as a municipal, provincial or territorial police service; and
  • Provincial, territorial, municipal and regional governments.

Application assessment criteria

Eligible applications will be assessed against the following criteria:

  • Assessment of the problem intending to be addressed
  • Organization readiness and experience
  • Establishment of partnerships
  • Implementation with program fidelity (if implementing a model program)
  • Culturally-based prevention and intervention strategies
  • Gender-based prevention and intervention strategies
  • Relationship-building with families
  • Data collection, evaluation and communication of results strategies
  • Identification of risk factors
  • Innovation & Creativity
  • Sustainability planning
  • Project feasibility
  • Project implementation risk management and mitigation strategies
