Public Safety Portfolio Deputy Minister and Deputy Heads

Shawn Tupper, Deputy Minister, Public Safety Canada

Shawn Tupper was appointed Deputy Minister of Public Safety Canada effective October 17, 2022.

Prior to his current appointment, Deputy Minister Tupper was the Deputy Secretary to the Cabinet (Operations) at the Privy Council Office, a position he held since May 2021; Associate Deputy Minister of Natural Resources Canada; Assistant Secretary to the Cabinet (Economic and Regional Policy Development) at the Privy Council Office; and, Senior Assistant Deputy Minister (Policy) at Transport Canada.

Between 2009 and 2015, Deputy Minister Tupper was part of the senior executive team at Public Safety where he provided oversight of Community Safety Programming, as well as policies and programs related to emergency planning, management and community resilience as Assistant Deputy Minister (Emergency Management and Programs Branch); and was responsible for the implementation of the National Crime Prevention Strategy, the Aboriginal Policing Program, as well as Corrections and Criminal Justice Policy as Assistant Deputy Minister (Community Safety and Partnerships Branch).

He also held the position of Director General of Social Policy at Human Resources and Skills Development Canada, Director General at Indian Residential Schools Resolutions Canada and Special Advisor to the Deputy Prime Minister at the Privy Council Office providing advice on issues related to Indian Residential Schools.

Mike Duheme, Commissioner, Royal Canadian Mounted Police

Mike Duheme was appointed Commissioner of the Royal Canadian Mounted Police (RCMP) on May 25, 2023.

With more than 35 years as a police officer, he brings a wide range of policing experience to his current role. Commissioner Duheme began his career as a general duty investigator in New Minas, Nova Scotia and has served in four provinces across Canada, and internationally on a Kosovo peacekeeping mission. Over the course of his career, Commissioner Duheme has been a member of the RCMP's Emergency Response Team, a VIP personal protection officer and Operations Commander for the Francophone Summit.

Commissioner Duheme was also named the first Director of the Parliamentary Protective Service, following which he became Commanding Officer of National Division, where he oversaw the conduct of sensitive and international investigations that impact Canada's national interests. Prior to his appointment as Commissioner, he served as Deputy Commissioner of Federal Policing. This core function of the RCMP included investigating drugs and organized crime, economic crime, and terrorist criminal activity; enforcing federal statutes and securing Canada's border; conducting international capacity building, liaison, and peacekeeping; and ensuring the safety of major events, state officials, dignitaries and foreign missions.

Erin O’Gorman, President, Canada Border Services Agency

Erin O’Gorman was appointed President of the Canada Border Services Agency (CBSA) on July 18, 2022.

Before joining the CBSA, President O’Gorman was the Associate Secretary at the Treasury Board of Canada Secretariat (TBS) from 2018 to 2022 and the Assistant Secretary, Government Position Sector at TBS from 2017 to 2018. Prior to this, she served as Assistant Deputy Minister at Natural Resources from 2015 to 2017 and Director General, Aviation Security at Transport Canada from 2011 to 2015. She also worked for the Privy Council Office as Director of Operations from 2007 to 2010 and as Chief of Staff to the National Security Advisor from 2006 to 2007.

President O’Gorman has a Master of Public Administration from Carleton University and a Bachelor of Arts, Political Studies from Queen’s University.

David Vigneault, Director, Canadian Security Intelligence Service

David Vigneault was appointed Director in June 2017. The Director is responsible to the Minister of Public Safety Canada for the control and management of the Service.

In December 2012, Director Vigneault joined the Privy Council Office as the Assistant Secretary to the Cabinet, Security and Intelligence. He also served as Secretary to the Cabinet Committee on Intelligence and Emergency Management. Prior to that, Director Vigneault had been with the Canada Border Services Agency since May 2010 as the Associate Vice-President, Programs Branch. In December 2006, he held the position of Assistant Director, Secretariat at the Canadian Security Intelligence Service. He was appointed Assistant Director, Intelligence, in June 2009.

Director Vigneault has held various positions within the Department of National Defence related to policy development and intelligence, including as Executive Assistant to the Deputy Minister of National Defence. Director Vigneault has a master’s degree in political science from the Université de Montréal.

Anne Kelly, Commissioner, Correctional Service Canada

Anne Kelly was appointed Commissioner of Correctional Service Canada (CSC) on July 30, 2018.

Commissioner Kelly started her career with Correctional Service Canada in 1983 as a case management officer. Over the years she had a variety of assignments, mostly in the Ontario Region, at the institutional, community and national levels, including case management supervisor, unit manager and project officer at National Headquarters.

Commissioner Kelly was also the deputy warden at Mountain Institution in the Pacific Region for a period of two years, from 1996 to 1998. Following her return to National Headquarters in 1998, she held the positions of Director of Institutional Reintegration Operations, Director General of Offender Programs and Reintegration, and acted as Assistant Commissioner of Correctional Operations and Programs. Commissioner Kelly was appointed Deputy Commissioner for Women in July 2004.

In September 2006, Commissioner Kelly was appointed Regional Deputy Commissioner, Pacific Region, where she served for five years until her appointment as Senior Deputy Commissioner in 2011.

Jennifer Oades, Chairperson, Parole Board of Canada

Jennifer Oades was appointed Chairperson, Parole Board of Canada on January 31, 2018 and reappointed in 2023.

Chairperson Oades began her career with CSC in 1991. She held numerous positions at National Headquarters, and worked in community corrections as a Parole Officer. In 1996, Chairperson Oades joined the Department of the Solicitor General of Canada (now Public Safety Canada) as a Senior Policy Advisor.

After returning to CSC, Chairperson Oades was selected to lead the establishment of the International Corrections and Prisons Association (ICPA) where she served as its Executive Director for five years. While at CSC, she also served as the Director General of the Strategic Policy and Intergovernmental Relations Branch, and the Director General of the Learning and Development Branch. Chairperson Oades was appointed Deputy Commissioner for Women in January 2010. She worked in partnership with the Native Counselling Services of Alberta in their establishment of Buffalo Sage Wellness House – the first Corrections and Conditional Release Act section 81 healing lodge for women offenders. Chairperson Oades retired from public service in May 2014.

As the Chairperson of the Parole Board, she has championed gender, trauma and culturally-informed practices in the parole hearing process, particularly for women, Indigenous Peoples, Black Canadians, other vulnerable populations and victims and survivors of crime. Chairperson Oades has supported increased outreach activities across Canada to help Canadians better understand the work of the Board. Chairperson Oades holds a B.A. in Anthropology and Native Studies (now called Indigenous Studies) from Trent University.
