Motion
On October 18, 2022, CACN adopted the following motion:
That the committee study the matter of the three illegal police stations opened in the Greater Toronto Area by the Fuzhou Public Security Bureau of the People's Republic of China; that two meetings, made up of four 1.5 hour panels, be allocated for the study of this matter; that the Minister of Public Safety and officials be invited to appear for one panel; that the RCMP and CSIS be invited for one panel; and that experts on police and intelligence be invited as witnesses for the other panels.
First Panel (6:30pm to 8:00pm)
You will appear on the first panel. The following officials will support you during your appearance:
- Tricia Geddes, Associate Deputy Minister, Public Safety Canada
- David Vigneault, Director, CSIS
- Brenda Lucki, Commissioner, RCMP
Opening Remarks
At the beginning of the meeting, the Chair will invite you to deliver opening remarks. These should last approximately five minutes and will be followed by questions from committee members.
Rounds of Questions
First round of questions:
- Conservative Party six (6) minutes
- Liberal Party six (6) minutes
- Bloc Québécois six (6) minutes
- New Democratic Party six (6) minutes
Second round of questions:
- Conservative Party, five (5) minutes
- Liberal Party, five (5) minutes
- Bloc Québécois, two and a half (2.5) minutes
- New Democratic Party, two and a half (2.5) minutes
If time permits, further rounds shall repeat the pattern of the second round at the discretion of the Chair.
Second Panel (8:00pm to 9:30pm)
The following officials from the RCMP, CSIS and PS will remain for the second panel:
- Superintendent Brigitte Gauvin, Acting Director General, Federal Policing, National Security, RCMP
- Chief Superintendent Matt Peggs, Criminal Operations Officer, O Division (Ontario), RCMP
