Issue:
The Supplementary Estimates (C) 2020-2021 are expected to be tabled.
Proposed Response:
- The 2020-21 Final Supplementary Estimates “C” net total amount for the Correctional Service of Canada is $243.2M or 8.7% of authorities to date.
- The proposed increase is attributed to:
- An increase of $135.8M for critical operating requirements related to COVID-19;
- An operating increase of $100.0M for funding related to class action lawsuits;
- An increase of $9.6M of statutory funding for the department’s allocation of the employer’s share of the employee benefit plan, associated to critical operating requirements related to COVID-19; and
- An operating decrease of ($2.2M) to transfer funds to the Parole Board of Canada due to the establishment of an alternative cost recovery mechanism in Correctional Services Canada for the provision of Information Technology and Information Management Services.
- The Correctional Service of Canada has requested internal transfers from capital to operating for $9.2M within its existing votes (net effect of zero):
- $4.7M to adjust authorities to where funding will be required in relation to the Offender Management System Modernization Project; and
- $4.5M to adjust authorities to meet the common definition of the capital expenditures vote for cloud computing services.

Summary Statement
The 2020-21 Final Supplementary Estimates “C” net total amount for the Correctional Service of Canada is $243.2M or 8.7% of authorities to date.
Voted Appropriations (New Spending Authorities)
The Correctional Service of Canada has received Treasury Board authority to increase its voted appropriations by $235.8M.
- An increase of $135.8M for critical operating requirements related to COVID-19 (operating vote); and
- An increase of $100.0M for funding related to class action lawsuits (operating vote) (PENDING).
Statutory Appropriations
- An increase of $9.6M of statutory funding for the department’s allocation of the employer’s share of the employee benefit plan, associated to critical operating requirements related to COVID-19.
Funds Available (Within Existing Votes)
The Correctional Service of Canada has requested internal transfers from capital to operating for $9.2M within its existing votes (net effect of zero).
- An internal transfer of $4.7M to adjust authorities to where funding will be required in relation to the Offender Management System Modernization Project; and
- An internal transfer of $4.5M to adjust authorities to meet the common definition of the capital expenditures vote for cloud computing services.
Transfers (From/To Other Government Departments)
The Correctional Service of Canada has transferred $2.2M from its appropriations from/to other federal government organizations.
- A decrease of ($2.2M) to transfer funds to the Parole Board of Canada due to the establishment of an alternative cost recovery mechanism in Correctional Services Canada for the provision of Information Technology and Information Management Services.
