- Funds will be used to address actual and forecasted costs related to expanded COVID-19 testing, provision of Personal Protective Equipment to staff and offenders, enhancement of institutional cleaning practices, and for addressing costs incurred at institutions to offset negative impacts to the offender population.
- The funds will support salary and overtime costs related to the Service’s COVID-19 response, increase the department’s capacity to support a remote workforce, and to assist CORCAN during a period of low and uncertain revenue-generation.
Background
Following the 2020 Fall Economic Statement, Treasury Board has approved funding in the amount of $163.0 million over two years, starting in 2020-21, to the Correctional Service of Canada, to address immediate operational pressures resulting from the COVID-19 pandemic.
Of this, $130.2 million was made immediately accessible. The remaining $32.8 million has been placed in a frozen allotment, with access to the funding subject to the Service demonstrating to Treasury Board, or its delegate, that additional funding is required for inmate and staff testing, overtime and salary costs.
An amount of $9.0 million to support CORCAN activities contributes to the impact value of $172M for the Correctional Service of Canada.
Over both years, funding has been approved for allocation to operating vote 1 ($147.6M), statutory ($12.8M), Shared Services Canada core information technology services ($1.9M) and the PSPC accommodation premium ($0.7M).
