- I am pleased to appear in front of this Committee to answer your questions about the Main Estimates for 2021-2022 and the Supplementary Estimates C for 2020-2021.
- Like all government agencies, CSIS operates within the budgets it has been allocated by Parliament and adjusts its priorities in accordance with the security environment.
- CSIS is requesting $572.2M in the 2021-22 Main Estimates and $51.7M for statutory expenditures related to employee benefits.
- This funding will allow CSIS to continue its important work in keeping Canadians safe.
- In last year’s Main Estimates (2020-2021), CSIS received a one-time investment of $25.8M for an infrastructure project. As a result and due to a $0.2M technical adjustment made by the Treasury Board Secretariat to employee benefits, these Main Estimates reflect a slight decrease from the previous year (4%).
- This decrease will not negatively affect CSIS’ investigations as no funding is being removed from our operations. In fact, last year’s investment into our infrastructure will greatly enable us to continue fulfilling our mandate.
- CSIS is not requesting funds through the Supplementary Estimates C for 2020-2021.
- I can assure you that, in spite of the COVID-19 pandemic and these unprecedented times, we will continue to take every measure to protect Canada’s national security, including our economic security, while being responsible stewards of taxpayer’s money.
Background
While detailed breakdowns of CSIS expenditures are classified, CSIS does provide general information about its financial resources through documents such as the Interim Estimates, the Main Estimates, the Supplementary Estimates and the CSIS Public Report. CSIS, like other government departments and agencies, is subject to the scrutiny of the Auditor General and other officers of Parliament.
Highlights of Main Estimates Elements
- The Canadian Security Intelligence Service is seeking approval in the amount of $623.9M in 2021-2022.
- Of this amount, $572.2M falls under Vote 1 (Program Expenditures) and requires approval by Parliament.
- The remaining $51.7M represents statutory forecasts that do not require additional approval.

Decrease:
- $26.0M as a result of one-time project funding associated with Canada’s national security and the safety of Canadians, and technical adjustments made by TBS.
- This represents a decrease of -4.0% over last year.

- The program expenditures for the 2021-22 Main Estimates result in a net decrease of $25.8M or -4.3% from the 2020-21 Main Estimates.
Decrease:
- $25.8M as a result of one-time project funding associated with Canada’s national security and the safety of Canadians.
Statutory Vote - Contribution to Employee Benefit Plan (EBP): $51.7M
- The net decrease of $0.2M or -0.3% from the 2020-21 Main Estimates is due to technical adjustments made by TBS.
