2020-21 Supplementary Estimates “C” Overview Explanation Note
On a Portfolio-wide basis, total authorities sought in the Supplementary Estimates “C” (SEC) for 2020-21 would result in a net increase of $357.8M over authorities to-date.
This represents a 3.3% increase over total authorities provided through Main and Supplementary Estimates to-date and Treasury Board (TB) Central Votes for 2020-21.
The approval of these Estimates would result in funding approvals to-date of $11.1B for the Public Safety (PS) Portfolio.

Explanation of Total Authorities To-Date
- To date, Parliament has approved $10.8B in authorities for the PS Portfolio in 2020-21.
- In the SEC, five (5) PS Portfolio organizations are requesting adjustments that would result in a net increase of $357.8M in authorities, a change of 3.3% over authorities to-date.
- Approval of SEC and inclusion of in-year adjustments would result in PS Portfolio total authorities increasing to $11.1B.
- This increase is explained by the fact that several PS Portfolio organizations have received TB authority to increase their appropriations and have received or made transfers to and from other organizations.
- Five (5) PS Portfolio organizations are seeking net increased authorities through the current SEC process: Public Safety Canada (PS), Canada Border Services Agency (CBSA), Correctional Service Canada (CSC), Parole Board Canada (PBC) and the Royal Canadian Mounted Police (RCMP).
Summary of Highlights
Key material highlights of changes to appropriations across the PS Portfolio include:
- $135.8M in Vote 1 funding for CSC, for critical operating requirements related to COVID-19;
- $100.0M in Vote 1 funding for CSC related to class action lawsuits (PENDING);
- $35.0M in Vote 5 – Grants and Contributions funding for PS to support the Canadian Red Cross’s urgent relief efforts related to COVID-19.
Department/Agency Overview
Public Safety Canada (PS)
The 2020-21 Supplementary Estimates “C” net total amount for the Department of Public Safety Canada is $80.0M or 10.2% of authorities to date.
PS has received Treasury Board authority to increase its voted appropriations by $44.4M.
- An increase of $35.0M in Vote 5 – Grants and Contributions funding to support the Canadian Red Cross’s urgent relief efforts (COVID-19);
- An increase of $6.0M in Vote 1 – Operating Expenditures ($1.0M) and Vote 5 – Grants and Contributions ($5.0M) funding to extend the National Disaster Mitigation Program;
- An increase of $2.4M in Vote 1 – Operating Expenditures funding to support Canada’s Flood Risk Plan (horizontal item);
- An increase of $1.0M in Vote 1 – Operating Expenditures funding to end violence against Indigenous women and girls, as well as to provide mental health services (horizontal item).
Statutory funding related to the Employee Benefit Plan is $0.6M for PS.
PS has received $35.0M into its appropriations from other federal government organizations:
- An increase of $35.0M for a transfer from the Department of Health to support rapid response capacity testing to be deployed to fill gaps in surge or targeted activities, including in remote and isolated communities (Vote 5 – Grants and Contributions).
Canada Border Services Agency (CBSA)
The 2020-21 Supplementary Estimates “C” net total amount for the Canada Border Services Agency is $7.9M or 0.3% of authorities to date.
The CBSA received Treasury Board authority to increase its voted appropriations by $6.9M.
- $4.9M in funding forEnhancing the Integrity of Canada’s Borders and Asylum System: Security Screening Automation for IT changes to modernize CBSA’s security screening program to ensure that security screening results are made available at the earliest opportunity under a reformed asylum system;
- $2.0M of funding within existing votes which has been reprofiled for Postal Modernization Initiative (PMI).
Statutory funding related to the Employee Benefit Plan is $0.5M for the CBSA.
The CBSA will transfer $0.6M from its appropriations from/to other federal government organizations.
- $1.7M transfer from the Department of Citizenship and Immigration to Canada Border Services Agency for the Air Carrier Support Centre (ACSC). To help ensure program efficiencies, oversight, and integrity, the CBSA and IRCC will collaborate to develop a reporting framework to enable quarterly reporting on the ACSC;
- ($1.1M) transfer from Canada Border Services Agency to the Treasury Board Secretariat for the Financial Management Transformation (FMT). The contributions will be used towards furthering the FMT initiative and invested in the development of the GCFM solution, the financial management system based on SAP’s next-generation S4/HANA ERP platform.
Correctional Service Canada (CSC)
The 2020-21 Supplementary Estimates “C” net total amount for the Correctional Service of Canada is $243.2M or 8.7% of authorities to date.
The CSC has received Treasury Board authority to increase its voted appropriations by $235.8M.
- An increase of $135.8M in Vote 1 fundingfor critical operating requirements related to COVID-19;
- An increase of $100.0M in Vote 1 funding for funding related to class action lawsuits (PENDING).
Statutory funding related to the Employee Benefit Plan is $9.6M for the CSC.
The CSC has transferred $2.2M from its appropriations from/to other federal government organizations.
- A decrease of ($2.2M) to transfer funds to the Parole Board of Canada due to the establishment of an alternative cost recovery mechanism in Correctional Services Canada for the provision of Information Technology and Information Management Services.
Parole Board of Canada (PBC)
The 2020-21 Supplementary Estimates “C” net total amount for the Parole Board of Canada is $2.2M or 4.2% of authorities to date.
The PBC is anticipating receiving $2.2M from Correctional Services of Canada to increase its voted appropriations for the return of funding previously transferred to Correctional Services of Canada in 2007-08 for the provision of Information Technology and Information Services.
Royal Canadian Mounted Police (RCMP)
The 2020-21 Supplementary Estimates “C” net total amount for theRoyal Mounted Canadian Police is $24.5M or 0.6% of authorities to date.
The RCMP anticipates receiving TB authority to increase its voted appropriations by $22.0M.
- $10.7M increase in Vote 5 funding in support of foundational improvement to federal policing investigative capacity and capability by augmenting the RCMP’s information management/information technology (IM/IT), as well as by bolstering its capability with additional policing professionals, investigators, and data scientists;
- $9.3M increase in Vote 1 funding in support of foundational improvement to federal policing investigative capacity and capability by augmenting the RCMP's information management/information technology (IM/IT), as well as by bolstering its capability with additional policing professionals, investigators, and data scientists;
- $2.0M in Vote 1 funding to establish the Independent Centre for Harassment Resolution (ICHR), which will be a separate entity within the RCMP, comprised of civilian experts, that is responsible for implementing the full harassment resolution process, including workplace conflict management, investigations and decision-making.
Statutory funding related to the Employee Benefit Plan is $1.5M for the RCMP.
The RCMP anticipates receiving $1.0M in other technical adjustments.
- $0.83M in Vote 5 funding sourced from reinvestments of revenues from the sale or transfer of real property;
- 0.14M in Vote 1 funding sourced from the proceeds from Criminal Record Checks related to Record Suspension Applications.
