Purpose and objectives of transfer payment

The goal of this project is to enable Avalanche Canada to expand services nationally to further ensure that more Canadians are better informed of the risks that avalanches pose, and how to be safe when participating in activities in back-country areas.

Evaluation findings by the recipient during the reporting year, and future plan

An Evaluation of Public Safety's Support to Avalanche Canada's Long-Term Sustainability and Expansion Services was approved in March 2024.

Findings: Public Safety Canada's financial support to Avalanche Canada has allowed the organization to make progress in achieving expected immediate and intermediate outcomes. However, the design and delivery of the funding granted to Avalanche Canada Foundation does not support the long-term sustainability of Avalanche Canada.

Summary of results achieved by the recipientFootnote 1

In addition to sustaining the organization, Avalanche Canada further developed and improved its snowpack modeling software, and launched a new motorized Avalanche Skills Training curriculum.

Avalanche Canada introduced flexible forecasts regions and added new terrain for Western Canada (Haines Pass, Yukon).

All critical components of forecasts continue to be translated daily and translation capacity is being further developed for free-text fields.
Development continued on a mobile app that, combined with automated terrain ratings, will result in improved decision support tool.

In collaboration with Simon Fraser University, research and development continued on a computerized Avalanche Terrain Exposure Scale (ATES). With the support of Parks Canada, version 2 of ATES integrated waterfall ice climbs in national parks. Parks Canada avalanche forecast migrated to the Avalanche Canada website.

On developing ATES ratings for Avalanche Québec's Mont Groulx, ATES ratings were developed for four backcountry skiing and snowmobiling areas, and ATES ratings were developed for three new backcountry skiing areas in Gaspésie National Park.
