Description of Initiative:

As many police investigations, particularly those involving organized crime and internet child exploitation, often cross police jurisdictions and political borders, partnerships between policing organizations are a necessity.

Using the Ontario and Saskatchewan Combined Forces Special Enforcement Unit (CFSEU) model, the province of Newfoundland and Labrador (NL) has established its own CFSEU-NL. Further operationalizing the Criminal Intelligence Service Newfoundland & Labrador (CISNL) Provincial Threat Assessment on Organized Crime, the Newfoundland Unit is a partnership between the Royal Newfoundland Constabulary (RNC) and the Royal Canadian Mounted Police (RCMP).

The vision statement for the CFSEU is to:

“Ensure safer communities for Newfoundlanders and Labradorians by disrupting serious and organized crime through investigative excellence in intelligence-led integrated policing.”

To foster the CFSEU-NL partnership, representatives of the RNC and RCMP alternate as the unit’s Commanding Officer and Staff Sergeant In Charge. The CFSEU-NL is seeking to further develop its partnerships by incorporating additional stakeholders, such as Canada Border Services Agency. A Provincial Executive Committee that was created to provide oversight of CISNL will provide the same oversight to CFSEU-NL. This will bring intelligence gathering and enforcement related to organized crime under the same umbrella.

The CFSEU-NL is comprised of five teams. Its mandate is to detect, investigate and disrupt serious and organized crime throughout the province. Drug-related files submitted to the RNC are reassigned to the CFSEU-NL for investigation and follow up. Members visit schools; provide anti-drug presentations to community groups; collaborate with postal services to detect drugs; and work with the Federal Crown in both NL and Nova Scotia. The teams also deal on a regular basis with Confidential Informants and gathers intelligence through surveillance and other investigative tools in order to execute search warrants on known drug traffickers in the province. They also assist the RNC and RCMP, as required, in relation to drug trafficking in the province.

One of the teams, the Internet Child Exploitation Unit, investigates files related to the exploitation of children on the Internet. Members of this team make an effort to educate youth and parents by providing student-parent presentations and radio interviews with media outlets in the area.

RCMP "V" Division is involved in the development of the Nunavut version of ASIST, both through consultations and cooperation efforts. The Division has membership on the Embrace Life Council (a non-profit charitable organization with the sole mandate of suicide prevention) and an Implementation Committee that oversees the Council’s action plan. In the communities, all of the police detachments collaborate with the Arctic College outlets to ensure officers receive training and are aware of all the points of referral available within the community.

This initiative has been in place since September 2013.

Reason for Undertaking the Initiative:

This initiative was undertaken as a result of social concerns, for example perceived and real increase in organized crime and outlaw motorcycle gang activity.

Resources Required to Implement this Initiative:

The set-up cost for this program was approximately $1 million and was covered through the provincial budget.

Method of Implementation:

CFSEU-NL was established through a Provincial Cabinet decision which allowed, as a result, the RNC and RCMP to enter into a 50/50 partnership and created the CFSEU-NL.

Key Outcomes of the Initiative:

The intended outcome of this initiative is to promote cooperation between the RNC, RCMP and/or other partners, in order to increase the effectiveness and efficiency of investigations related to trafficking and internet child exploitation that cross police jurisdictions, provincial or international borders. Implementation of the unit is still in the early stages and it is too early in its implementation to fully assess the outcomes. The initiative is not currently collecting performance data, but is in the process of developing performance metrics. Greater cooperation between federal and provincial police forces is expected to improve effectiveness and efficiency.

The launch of the CFSEU-NL is a testament to the province's fresh approach to ensuring the security of communities in Newfoundland and Labrador. Those involved in crime know they are not welcome in this province.

Adopting new methods to fight crime by bringing various elements of the RNC and RCMP enforcement together in a collaborative effort will lead to better results.

Tackling child exploitation, organized crime and drug trafficking is a priority of the Government of Newfoundland and Labrador. Members of the CFSEU-NL have been working diligently to identify emerging threats that challenge the security of communities in this province.

The CFSEU-NL is a cohesive group of dedicated men and women from both the RNC and RCMP who work tirelessly to ensure safer communities for Newfoundlanders and Labradorians. This will be accomplished by disrupting serious and organized crime through investigative excellence and intelligence-led integrated policing.

The CFSEU-NL consists of crime analysts, investigators, computer forensic specialists, and other specialized members of both the RNC and the RCMP.
