Description of Initiative:

In February 2011 a redundancy measure was incorporated within the Criminal Investigative Division (CID) as a means to conduct a review of investigative files assigned to our detectives. Although supervisors and detectives access our records management system (RMS) for assigned files and updates, the file review system enables our staff to meet each month to discuss the file’s status. This builds familiarity within our division regarding what work is being done and what support the detectives may require to better facilitate the successful conclusion of our files.

Each month, detectives populate their files into the “S” drive and respond to “action” items that may have been assigned to them from the previous meeting. The process ensures we are capturing “to do” items that may otherwise have gone unnoticed or remained incomplete. This approach mimics our inter-divisional management meetings held each week.

Initiative Key Objectives:

Without this system, CID was experiencing delinquent follow-up or supplemental text submission on certain files and some failure to meet assigned diary dates. As a result, CID now monitors file status through our RMS and our monthly "file review" meetings to ensure that each file within the division has investigational updates added in a timely manner that serves to prevent the occurrence of delinquent files.

The initiative was undertaken to improve efficiencies and to mitigate risk within the Criminal Investigations Division.

There were no set costs associated with the implementation of this initiative.

Method of Implementation:

The initiative was explained to the members of CID; then the first meeting was held. Within the first year of the initiative, several meetings were required to communicate information on the initiative and create understanding with members. Since that time, the number of meetings required has decreased (in 2012).
