Tiered Response Activation Agreement (Details)

Description of Initiative:

In order to ensure that appropriate emergency service resources are responding, Ottawa Police, Fire and Paramedic Service have signed a Tiered Response Activation Agreement (TRAA) based on a series of guiding principles. The services agreed to the following commitments:

  • ensure the timely availability of emergency responders and resources to safely and efficiently mitigate public safety emergencies;
  • dispatch properly trained and equipped emergency responders to the scene of public safety emergencies; and
  • support public and emergency responder safety.

Historically, there were informal practices to address tiered response activities and a signed agreement which addressed medical calls. This project set forth to formalize all tiered response activities. Ottawa is the only municipality in Ontario to have an all-encompassing tiered response activation agreement that extends beyond just medical calls.

Initiative Key Objectives:

Critical to service delivery is an agreement between the Fire Service, Paramedic Service and Police Service to ensure that the right resource arrives at the right location at the right time. Emergency service providers have the responsibility to routinely provide the type and level of service authorized and/or expected by the community in a timely and reliable manner.

Project leads in the subject area have been identified. Coordination will be done through a project management office. The review is curently underway.

In order to ensure that the Tiered Response Activation Agreement can be fully implemented and measured, the project team will develop/revise current standard operating procedures and protocols in accordance with the agreement and will develop a "tiered response de-escalation" agreement that will ensure that the appropriate emergency service(s) resource(s) are released in response to requests for public safety services in our community.

Amount of Time Initiative has been in Place:

This initiative began in early 2012. The report was delivered to the city’s Community and Protective Services Committee on October 20, 2012.

Reason for Undertaking the Initiative:

Extension of close working relationship between Ottawa Police and City Emergency Protective Services; however, 2.5% budget guideline has prompted closer examination of collaboration and efficiency opportunities.

Resources Required to Implement this Initiative:

The review is currently underway.

Method of Implementation:

The respective chiefs will be scoping out the work for a consistent implementation plan on the 16 tiered events identified on the TRAA matrix for all services.
