Description of Initiative:

The Edmonton Police Service (EPS) strategic goals are: commitment to professionalism; reduced crime and victimization; investigative excellence; and increased efficiency and effectiveness. To support these priorities, the police service introduced the Business Intelligence and Data Integration Program in 2006. The program implements an electronic business intelligence platform that provides comprehensive, timely, accurate, consistent and relevant analytical reporting of crime data. The platform integrates, analyzes and reports crime data for strategic and tactical purposes. Using Cognos software, the business intelligence platform provides a multi-dimensional perspective, integrating 911 dispatch data and the geographic deployment model. It also integrates operational police records. The data is used for strategic planning, identifying crime trends, tactical resource deployment, proactive policing, supporting the violence reduction strategy, criminal analysis and performance management.

  • align business performance with the organizational mission, vision, strategy and tactics;
  • meet organizational needs for comprehensive, timely, accurate, consistent and relevant analytical reporting; and
  • support the strategic goals of commitment to professionalism, reduced crime and victimization, investigative excellence, and increased efficiency and effectiveness.

Various community groups were consulted regarding their information needs as analytical products and reports were developed.

Amount of Time Initiative has been in Place:

The first phase of the business intelligence project began in 2006. The project was transferred to an operational program under the Office of Strategy Management in 2011.

Reason for Undertaking the Initiative:

This initiative was undertaken to support the strategic priorities of reducing crime and victimization, developing a community-centered police service and being a model of efficiency and effectiveness.

Resources Required to Implement this Initiative:

The resource investment to develop the business intelligence platform was approximately $2.4 million.

Method of Implementation:

The initiative began with a pilot project in 2006 that was formalized as a capital project in 2007. A phased approach was taken to the integration of data into the data warehouse and data marts, and to the implementation of the Cognos Framework models and reports.

Key Outcomes of the Initiative:

The business intelligence program continually meets the objectives outlined in "Initiative Key Objectives" and as described in "Description of Initiative." Business intelligence Cognos reports, data and analysis are an integral part of strategic planning, performance management, tactical and operational decisions and criminal intelligence.

The innovation exhibited by the EPS Business Intelligence and Data Integration Program has been recognized among police agencies and the public service across North America and worldwide. The EPS has hosted visiting delegations from across Canada and Australia. The success has also been featured in multiple IT industry publications as well as in Newsweek and in Forrester case studies.
