Description of Initiative:

This initiative is about the integration of services between Nelson Police and Nelson Royal Canadian Mounted Police (RCMP). The intent is to have one shared detention facility, a shared BAC Datamaster (both service and maintenance), a shared police boat for water rescue and response and shared training through SME’s on new legislation and provincial standards.

The involvement has been cooperative. Beyond the cost efficiencies, both partner agencies recognized the benefits and efficiencies for frontline officers, including information sharing. One designated location accessible 24/7 benefits police agencies, sheriffs, corrections, immigration and other stakeholders.

Since 2002.

Reason for Undertaking the Initiative:

This initiative was undertaken as a result of economic concerns. Potential cost efficiencies were identified because both agencies were maintaining similar facilities and equipment. Integration of these services and equipment translated to an immediate 50% cost savings for each agency. Service and maintenance is also shared by the partner agencies.

Resources Required to Implement this Initiative:

There were negligible set-up costs. The work largely involved developing policy and shared funding formulas.

Method of Implementation:

This initiative was phased in over a period of a few months. Some cross training was required for members of the partner agencies.

The outcomes met the objectives, with efficiencies gained in both financial and human resources.

Utilization of enhanced technology in the form of CCTV to monitor all activity within the detention facility for the safety of both officers and prisoners. CCTV cameras are also located in every possible location to which a prisoner would have access, including remand and interview rooms. Data capture and recording for one year on related investigations of a criminal, police or civil nature. One stand-alone booking system to benefit both partner agencies, with significant legacy data.

Partner agencies share calibration and service responsibilities for the BAC DataMaster.

Partner agencies share associated operating costs for a police boat.
