To verify if you meet the minimum criteria in order to qualify for funding, please confirm the current circumstances regarding your organization and the proposed project site in this section. All statements must be true to your circumstances in order to proceed with an application, with the exception of Question 1.4.
Successful completion of this section does not guarantee your eligibility for this program. Your eligibility will be confirmed by Public Safety Canada upon receipt of your application.

- Does not engage in practices and observances that are hateful, incite hatred or violence against other individuals or groups, or contravene criminal law.

Section 4.2: Community Threats and Vulnerabilities
Please identify the particular threats and vulnerabilities present at your project site and should clearly demonstrate your risk of being victimized by hate-motivated crime/incidents in this subsection. Although not required, a professional security assessment can help you identify the specific threats and vulnerabilities and how they could be addressed.

Please identify the specific threat(s) which pose(s) a concern to your organization's project site. For the purpose of this program, a threat is an event that has the potential for negatively affecting the project site and those who occupy the space. For example, an organization may face a threat of hateful graffiti being sprayed on their facility's walls.

Vulnerabilities
Please identify specific vulnerabilities at your project site which pose a security concern for your organization. For the purposes of this program, vulnerabilities are the gaps or weaknesses that undermine an organization's safety and security. A threat will exploit a vulnerability in order to inflict harm. For example, a lack of surveillance cameras and anti-graffiti spray on the facility walls will leave the facility especially vulnerable to the threat of hateful graffiti.

Section 5 of 7: Project Activities, Work Plan and Financials
Please describe in this section your project activities and protection measures which will be addressing the vulnerabilities you previously identified throughout Section 4. In addition, you will be asked to outline project activities and associated costs through your work plan, quotes and your budget. Please refer to the SIP Application Guide for additional guidance.

Section 5.4: Project Estimates
Please submit quotations (i.e. quotes/cost estimates) for the project activities and/or protection measures identified in your Work Plan (Section 5.2) in this subsection.
Before you begin this section:
- A helpful checklist of the information needed by the program from each vendor is available for your reference.
- Review the helpful information regarding the completion of this section found in the SIP Application Guide, including the Scouting and selecting vendors section to ensure you are meeting the necessary requirements and exercising good practices.

Project activities and/or protection measures listed in your Work Plan and Budget which do not have an associated quote will not be considered for funding.
Proactive submission of comparable quotes or price certifications is optional but strongly encouraged. Comparable quotes are quotes you obtained for similar services but decided to go with another vendor (chosen quote). As part of normal best practice whenever undertaking an infrastructure project, interested organizations should work to obtain quotes from multiple potential vendors to ensure they receive the best value for money, quality service, and trustworthiness of the vendor(s). This practice is expected to be undertaken by all who apply. Please note that the Department reserves the right to request comparable quotes or price certifications at any time during the process.
