Motion
On December 12, 2022, INDU adopted the following motion inviting you to appear before the Committee:
That the Committee, pursuant to Standing Order 108(2), undertake a study concerning the contract awarded to Sinclair Technologies, which is owned by Norsat International, a subsidiary of Chinese telecommunications firm Hytera, a partly state-owned enterprise by the Communist Party Government of the People's Republic of China, to build and maintain a radio frequency filtering system for the Royal Canadian Mounted Police and that the committee invite, as soon as possible, the Honourable Marco Mendicino, Minister of Public Safety.
Officials
Bryan Larkin, Deputy Commissioner, Specialized Policing Services (RCMP) and Samantha Hazen, Chief Financial Officer (RCMP) will support you during your appearance.
Opening Remarks
At the beginning of the meeting, the Chair will invite you to deliver opening remarks. These should last approximately five minutes and will be followed by questions from committee members.
Rounds of Questions
- First round: Six minutes for the first questioner of each party as follows: Conservative Party, Liberal Party, Bloc Québécois and New Democratic Party.
- Second round: Conservative Party, five minutes, Liberal Party, five minutes, Bloc Québécois, two and a half minutes, New Democratic Party, two and a half minutes.
- Subsequent rounds: five minutes each party depending on time. The Chair may adjust to give equal opportunity to intervene.
Second Hour
Officials from the RCMP will remain for the second hour of the meeting to respond to additional questions by the Committee.
