OTTAWA, February 28, 2013 – The Honourable Vic Toews, Minister of Public Safety, issued the following statement on the recent arrests of two individuals sought by the Canada Border Services Agency (CBSA), as well as the addition of five new profiles to the “Wanted by the CBSA” list.

Robert Akwasi Boakye was arrested on February 20 in Vaughan, Ontario and is inadmissible to Canada for serious criminality including being convicted of extortion and other offenses. The second individual, Hong Guang Xue, was arrested on February 22 in Guelph, Ontario. Xue is inadmissible to Canada due to alleged offences committed outside of Canada that, if committed in Canada, would constitute a Canadian offence.

“I applaud the efforts of the officers of the RCMP and CBSA Immigration Task Force who made the arrests of the 38th and 39th individuals from the ‘Wanted by the CBSA' list. The safety and security of our citizens is a top priority for our government, and we will continue to support our law enforcement officers in their work to identify, detain and remove individuals who endanger our communities.

With the addition of five new names to the ‘Wanted by the CBSA' list, we urge Canadians to remain vigilant and notify the authorities if they have information that could help in locating any of the individuals who remain at large.”

The five individuals added today include Clive Moore, inadmissible because he was convicted of offences outside of Canada that, if committed in Canada, would constitute Canadian offences; Wesley Obas Denis, inadmissible because he was convicted of offences outside of Canada that, if committed in Canada, would constitute Canadian offences; Edgar Tsovikian, inadmissible to Canada for serious criminality, for being convicted of breaking and entering, and committing another offence; Walter Hara Zavala Bustos, inadmissible because he was convicted of an offence outside of Canada that, if committed in Canada, would constitute a Canadian offence; and, Ding Jing Yang, inadmissible because of failure to comply with the Immigration and Refugee Protection Act.

To date, the total number of individuals located in Canada from the “Wanted by the CBSA” list is 39, of which 26 have been removed. Six individuals have also been located abroad.
