Cross-Cultural Roundtable on Security Meeting Summary - Migration
November 30 – December 2, 2012, Ottawa, Ontario
Participants: The Parliamentary Secretary to the Minister of Public Safety Canada, the Deputy Minister of Public Safety Canada and the Deputy Minister of Justice Canada, as well as senior officials from Public Safety Canada, Justice Canada, Citizenship and Immigration Canada, Transport Canada, the Royal Canadian Mounted Police and the Canadian Security Intelligence Service, participated in the dialogue with the members.
Discussion: The meeting focused on migration. Members were updated on the implementation of biometric identity screening under the Temporary Resident Program and were consulted on the proposed inadmissibility provisions of The Faster Removal of Foreign Criminals Act. Members discussed diaspora engagement in support of foreign policy, development, and international trade objectives, were given an overview of the Mosaic Institute's programs on promoting peace and reducing conflict and were introduced to research on migrant communities and on organizational dynamics of groups responsible for terrorism. Members were also consulted on the next iteration of the public threat report of the Counter-terrorism Strategy and were provided with an overview of the Canada-U.S. joint privacy principles of the “Beyond the Border: A Shared Vision for Perimeter and Economic Competitiveness” initiative.
Members commented on new and amended federal immigration legislation, issues related to dual citizenship and expressed satisfaction with the implementation of biometric identity screening. Members appreciated the Government's recognition of the importance of using accurate language and reaching out to communities when discussing the security threat to Canada.
