Can you tell me more about the funding that is being offered through the Canada Community Security Program (CCSP)?
An additional investment of $46.4 million over 5 years and $7.78 million ongoing is being made available through the Canada Community Security Program (CCSP) to help communities at risk of hate-motivated incident/crime protect and strengthen the security of their community centres, places of worship and other eligible institutions.
Applications for funding will be assessed on a continuous basis until the yearly funding is fully allocated. Approved project proposals are eligible for funding up to a maximum of 70% of total eligible project costs.
I submitted a funding application through the last SIP Call for Applications which closed on August 31, 2023. Can I apply under the new CCSP?
Yes, applicants that applied under the 2023 SIP Call for Applications are eligible to apply for the new CCSP; however, they will not be able to apply for the same activities that were previously funded through a funding agreement. Applications will be assessed on a first-come, first-served basis and will be accepted until the yearly funding is allocated ($16M in 2024-2025 and 2025-2026).
Organizations who currently have an application under SIP will be contacted by Public Safety to discuss the status of the application and their option to continue under the CCSP.
Who is eligible to apply for funding under the CCSP?
CCSP funding is available to Canadian private, not-for-profit organizations. The new eligible recipients are daycares, cemeteries, and office spaces. For a complete list of eligible recipients, potential applicants are encouraged to visit the Do You Qualify section of the CCSP website to review the latest eligibility criteria of the program.
Crown corporations, government bodies, publicly funded institutions, for-profit organizations, and individuals are not eligible for funding. Residential dwellings are also not supported, with the exception of those who may fall under the shelters serving victims of gender-based violence recipient class.
Are there new activities that are eligible for funding under the CCSP?
Yes. The CCSP now provides funding for time-limited third-party licensed security personnel. Potential applicants are encouraged to visit the What You Can Apply for section of the CCSP website for further details.
How much funding can I seek with my application?
Applicants can pursue projects up to $1,500,000 under the CCSP, of which the Government of Canada will contribute up to 70%.
When can I begin to incur expenses?
Generally, an organization can begin to incur expenses once they have a signed funding agreement. In exceptional circumstances, to better support applicants and communities in need, Public Safety Canada may reimburse eligible expenses spent by the applicant prior to signing a funding agreement.
It is important to note that funding is not confirmed until a funding agreement has been signed. Any money spent prior to the signature of the agreement is at the recipient's own risk.
If I have an existing SIP Project, can it be amended to benefit from the new program elements (such as revised cost sharing)?
Existing projects were signed under the former SIP Terms and Conditions and cannot be amended to add new CCSP elements. CCSP parameters only apply to new CCSP projects selected from the new intake starting in fall 2024. My organization has never been a direct victim of a hate-motivated crime and/or incident, but we feel vulnerable. Can we still apply?
Yes. Any eligible organization that is at risk of experiencing a hate-motivated incident/crime can apply. Applications will be reviewed on a first-come, first-served basis, unless identified for priority assessment.
What Happened to the Severe-Hate Motivated Incident Stream (SHMIS)?
Organizations can now apply to the CCSP through a continuous intake process open throughout the year. Public Safety Canada continues to recognize the importance of supporting organizations that experience or are at heightened risk of experiencing a severe hate-motivated incident against their facilities and will continue to offer prioritized assessment to these organizations. The application form includes questions to identify if a project meets the required criteria for prioritized assessment.
How will I know if I am eligible for prioritized funding?
The new CCSP Application form includes questions to determine if an organization meets the required criteria for prioritized assessment. Should an organization demonstrate that a severe hate-motivated incident occurred to their site, or an organization is within a certain proximity from an event that occurred, a representative of Public Safety Canada will reach out via email to connect with the primary contact identified in the application form.
We applied in the past but were rejected. Can we reapply?
Yes. Organizations can reapply regardless of the status of past applications.
We received CCSP (formerly known as SIP) funding in the past. Can we reapply?
Yes. You can reapply under the CCSP either to purchase new security equipment, or to upgrade older security equipment or apply for different eligible activities. However, you may replace or upgrade operable security equipment previously funded with the CCSP/SIP only after a period of five (5) years has elapsed or if it is no longer in working condition.
Can I submit a quote from a business that was unable to provide a GST/HST number?
No. All vendors used by the applicant must have a registered GST/HST number. Vendors who are not currently registered and in compliance with the Canada Revenue Agency (CRA) are not supported.
What are some common mistakes I should watch out for to avoid delays with my project?
Applicants can help prevent delays by avoiding:
- Inconsistencies in terms of type, cost and quantity of equipment and services across the provided documentation.
- Inadequately detailed breakdown of expenses in their quotes or budget, particularly for labour expenses.
- Ineligible expenses and insufficient detail related to the expense which would require further explanation from the applicant.
- Inappropriate placement of equipment which raises privacy concerns (e.g., audio-visual equipment in bathrooms and classrooms, etc.).
- Oversophisticated security equipment, excessive quantities or excessive pricing.
- Inadequate planning and coordination with vendors and consultations with relevant authorities (e.g., local fire services for vehicle gates) prior to signing an agreement.
How can I ensure that my application was received?
After submitting your completed application, you will receive an email from "Public Safety Canada <noreply@qemailserver.com>" confirming it was received. Please ensure to check your junk/spam folder. If you still have not received a confirmation email after twenty-four (24) hours, please contact ccsp-pscc@ps-sp.gc.ca for assistance.
