"This Critical Issues project had a two-foldnature, addressing two separate developments in the area of drug enforcement. First, we were hearing about an epidemic of heroin abuse in many parts of the nation, resultingin hundreds of fatalities from overdoses. In manysmall and medium-size towns, heroin fatalities areoutnumbering homicides.Second, the marijuana legalization initiativesthat are just beginning to take effect in Coloradoand Washington State are going to fundamentallychange how the nation looks at marijuana.
