"The first section will focus on a discussion of what we mean by the concept of crime prevention. This will begin with a brief discussion of the vision and goals of a prevention strategy, and will be followed by sections on prevention as a strategy and a set of program options, and on approaches to the design and delivery of prevention initiatives. The second section will shift the focus to a discussion of the sources of resistance to change in the area of crime prevention, and on how these are influencing progress in this area. The paper will conclude with a brief discussion of some research options that might help us move forward in our attempt to implement prevention in a manner that contributes to greater safety and security while protecting civil liberties and the desire of communities to participate in an open and meaningful manner."--Page 2.
