Summary

"Matrix Consulting Group was retained by the City of Winnipeg to conduct an Operational Review of its Police Service. The final report, which follows, presents the results of the study. This study, which began at the beginning of 2013, was designed to provide an assessment of the efficiency and effectiveness of Police Service’ operations, identifying improvement opportunities relating to service delivery, organization and staffing, as well as management. In spite of the many positives within the Police Service, there are also many improvement opportunities. These issues represented the principal focus of this study. While there are over 100 recommendations made in this report, there are several recurring areas in which major change in needed. Many of these improvement needs cross-cut the organization."--Pages 1, 9.
