Summary
"Diversity is considered a key ingredient to the successful implementation of community-based policing, and
disparities between the racial composition of the police force and neighborhood residents have been tied to
poor police-community relations. This has led many law enforcement agencies to focus on ways to increase the
diversity within their ranks. Despite these efforts, racial/ethnic minority and female representation in many law
enforcement agencies still falls short of labor population benchmarks, resulting in agencies that do not reflect
the demographics of their communities. This paper describes how using a barrier analysis approach can help
law enforcement agencies better understand and address challenges they face in increasing the diversity of their
workforce. It describes the barrier analysis process and summarizes common barriers through case studies featuring
police departments that have used barrier analysis as a tool to reshape and refine their hiring and promotion
