Summary

In September 2010 I was retained by the Ministry of Community Safety and Correctional Services to conduct a review of the Public Works Protection Act (the “PWPA”). The Terms of Reference for this review provide that I am to identify areas of the PWPA for reform and, if appropriate, make specific recommendations for amendment or repeal (the “Review”). As part of the process of conducting this Review, I was requested to take into account the historical context of the PWPA and examine its current uses. I was also requested to undertake discussions with key stakeholder groups and other interested parties and to review other relevant reports. The focus of this Review, as stated in the Terms of Reference, is “to develop a foundation for future legislation.”
