Summary

The Task Force was established in July 2007 to review and consider the issues relating to RCMP governance structures and practices identified in “A Matter of Trust”, the report of the Independent Investigator into Matters Relating to the RCMP Pension and Insurance Plans. This report makes recommendations for fundamental changes to RCMP structure, accountability, independence and oversight: establishment as a separate entity and separate employer from government; creation of a new board of management to oversee all organization and administration of the RCMP; and creation of a new independent complaints and oversight commission with extended power and authority. Other recommendations addressed workplace disclosure and disciplinary policies. The report also recommended creating an implementation council to oversee implementation of the Task Force recommendations.
