Summary

This is the report of an investigation launched in March 2007 to review allegations of mismanagement of the RCMP's pension and insurance plans made to the House of Commons Standing Committee on Public Accounts. The investigation confirmed maladministration, and drew attention to an organizational culture of cynicism and distrust. One of the report’s recommendations – that both the governance structure and the culture of the RCMP be reviewed – resulted in the creation of the “Task Force on Governance and Cultural Change in the RCMP” in July 2007.
