In 2004, the Limoilou district of Quebec City was selected, along with four other sites, by the Quebec Department of Public Safety (MSP) to develop and implement a local crime prevention strategy for one of its districts. A coordinator was hired to create a local committee for cooperation in crime prevention, produce a local assessment of safety and crime (completed in May 2006), develop an integrated action plan, and implement and assess this action plan.
Based on the assessment findings, the local crime prevention committee identified eight priority areas of intervention in matters of crime prevention in the Limoilou district. These priorities will be addressed in the integrated action plan involving the members of the local committee.
The first year of this application (2007-08) aims to complete the development of the integrated action plan undertaken by the local committee and to begin implementing it, which will continue throughout the second year (2008-09). In order to successfully complete this work, the Limoilou district will create a coordination committee comprising local and regional decision-makers responsible for supervising and facilitating the implementation of the action plan by ensuring the financial and administrative participation of the organizations involved.
This community has a genuine need for these crime prevention strategies. The Limoilou district has a higher crime rate involving Criminal Code of Canada violations than does Quebec City. These crimes against persons and drug-related violations are proportionally higher in the district than in the city.
