"The purpose of this Discussion Paper ... is to provide analysis on the issue of showing video to police officers who are being investigated for actions depicted in the video. This issue has generated controversy and polarized views, and there is a lack of analysis. It is hoped this Paper will be useful to inform discussions and policy-making for police agencies and independent agencies responsible to investigate police in B.C. and elsewhere."
