Description of Initiative:

Charlottetown Police Services (CPS) has a partnership agreement with Royal Canadian Mounted Police (RCMP) 'L' Division to have a shared resource in the 'L' Division Tactical Troop (TAC).

Initiative Key Objectives:

Four to five CPS members form part of the Tactical Troop. This process provides for TAC capability to be drawn on by all provincial agencies. The agreement provides for training and deployment of resources, provides cost savings in terms of training/deployment and provides a resource that from an RCMP perspective is not subject to transfer.

Economic/fiscal, plus the initiative has a definite operational benefit as well.

Resources Required to Implement this Initiative:

Costs associated with training and equipment (however this would be an associated cost in any event). Having a shared resource also helps in terms of shared costs. CPS pays for kit issue requirements to Emergency Response Team (ERT) members, plus initial training costs. The division covers training costs for monthly training and annual recertification (but not for salary costs).

Method of Implementation:

Similar to ERT, this initiative was implemented through joint discussions and a memorandum of understanding.

Key Outcomes of the Initiative:

Trained TAC resources are available to all agencies. Reduced costs have been realized in the areas of training and equipment. Having a shared resource also helps in terms of shared costs.

Trained resources have been available to assist in other areas such as the 2010 Olympics, G8/G20 meetings, etc.
